2014年12月22日,歐盟委員會就{zx1}的RoHS 2.0 的修訂草案(EU256_EN)通知世界貿(mào)易組織WTO,草案中將原先4項被列入優(yōu)先評估物質(zhì)的3項鄰苯加入到了管控要求中,增加一項鄰苯DIBP,刪除了HBCDD,PRT 于2014年12月對此有過專題簡頁PRT-201412-11。
2015年6月4日,歐盟在其官方公報上發(fā)布指令(EU) 2015/863對RoHS 2.0(2011/65/EU)附錄II進行修訂,正式將四種鄰苯二甲酸酯(DEHP、BBP、DBP、DIBP) 列入RoHS 2.0附錄II中,此前曾在RoHS 2.0中被列為優(yōu)先評估物質(zhì)的六溴環(huán)十二烷(HBCDD)未被正式列入限制物質(zhì)清單。
至此附錄II共有十項強制管控物質(zhì)。

(EU) 2015/863指令將于2015年6月24日正式生效,歐盟成員國需在2016年12月31日前將該指令轉化為歐盟各國的法律法規(guī)。實施時間如下:
完成轉換及執(zhí)行時間
1、各成員國完成法律轉換:2016年12月31日;
2、1-7,10,11類產(chǎn)品法律執(zhí)行期:2019年7月22日;
3、8,9類產(chǎn)品法律執(zhí)行期:2021年7月22日。
本次修訂,玩具類產(chǎn)品的鄰苯限制(DEHP, DBP, BBP)則不參照RoHS指令,而應遵循REACH法規(guī)附件XVII第51條的限制。PRT諾特檢測提醒客戶按照最終修訂的法案對自己的產(chǎn)品進行排查審核。
通過PRT實驗室的大量數(shù)據(jù)分析,聚氯乙烯材料(PVC)是目前檢出含有鄰苯二甲酸酯的材料重災區(qū),應該引起企業(yè)的高度關注。PVC材質(zhì)目前仍然屬于材料界使用較廣泛的材質(zhì),更多企業(yè)因考慮到替換PVC材料的成本上升而沒有提前改善,按照最近的RoHS鄰苯執(zhí)行時間,企業(yè)雖然還有4年的時間來應對此次RoHS的改變,但是考慮到電子產(chǎn)品的供應鏈傳遞及工藝改進,這都將耗費一定的時間,部分企業(yè)可能會縮短對于供應商在產(chǎn)品均一材料中的限制使用的時間節(jié)點。
